Cleaned up all warnings to not have "\n" in the end (it included automatically).Decorator improved, major cleanup (yet again). Now it can save editing results.Added a very basic feature of "rain drips" effect - a drips from roofs etc. (point set in decorator). Not omtimised at all. Testing required. Cvar "cg_rain_drips" controls effect appearance 0 - no drips, 1 - simple drips, 2 - hi-quality drips (with splash effect). Delete your config.cfg.

Fixes on wet effect, moved night desaturate effect to r_glsl_postprocess, commented out all other postprocess effects (blur, sharpen, tonemapping) because there aren't used anyway and eat FPS for branching.
